Justice For All’s Save Uyghur Campaign Welcomes Introduction of the Uyghur Genocide Accountability and Sanctions Act of 2025

WASHINGTON, D.C. — Justice For All’s Save Uyghur Campaign strongly welcomes the introduction of the Uyghur Genocide Accountability and Sanctions Act of 2025, a bipartisan bill led by Senator Dan Sullivan (R-AK) and Representative Chris Smith (R-NJ), with co-sponsors Senator Jeff Merkley (D-OR), Representative Tom Suozzi (D-NY), and Representative John Moolenaar (R-MI). The bill responds to the Chinese government’s ongoing atrocities against Uyghurs and other Turkic peoples in Chinese-occupied East Turkistan.

Key Provisions of the Uyghur Genocide Accountability and Sanctions Act of 2025:

1. Expands Sanctions Authority

  • Broadens the scope of existing sanctions under the Uyghur Human Rights Policy Act to include new categories of atrocity crimes:

    • Forced organ harvesting

    • Coercive abortions and sterilizations

    • Separation of children from their families

    • Psychological and physical torture

2. Mandatory Visa Bans

  • Requires the U.S. government to impose visa bans on foreign nationals involved in:

    • Forced sterilizations

    • Population control campaigns

    • Other gross human rights violations in East Turkistan

3. Ban on Forced Labor-Linked Procurement

  • Prohibits all U.S. government agencies from procuring goods or services from entities linked to Uyghur forced labor or implicated in genocide or other atrocity crimes.

  • Specifically bars the sale and use of Chinese seafood in Department of Defense facilities due to its documented links to Uyghur and North Korean forced labor.

4. Survivor Support

  • Authorizes medical and psychological assistance for Uyghur, Kazakh, and other Turkic survivors outside China who have suffered:

    • Arbitrary detention

    • Torture

    • Sexual violence

    • Sterilization and other abuses

5. Cultural and Linguistic Preservation

  • Directs U.S. agencies and programs to support the preservation of Uyghur language, culture, and religious practices, all of which are being deliberately targeted by the Chinese Regime.

6. Counter-Disinformation Mandate

  • Requires U.S. agencies to identify, expose, and counter Chinese state-sponsored propaganda that denies the Uyghur genocide or misleads the public and international institutions about the scope of human rights abuses.

7. Justice and Accountability Measures

  • Provides support for the documentation of atrocity crimes to aid future international or domestic prosecutions, including the collection and preservation of evidence of genocide and crimes against humanity.

“This is one of the most comprehensive pieces of legislation yet to hold China accountable for its genocide against the Uyghur people,” said Imam Abdul Malik Mujahid, President of Justice For All. “By targeting both the abusers and the systems that profit from this oppression, from forced sterilization to seafood supply chains, this bill sends a clear message: genocide has consequences.”
