Justice For All Submits ICC Report on Israeli Forces’ Killing of Palestinian Child Dunia Abu Mohsen

human rights organization, has formally submitted a report to the Office of the Prosecutor at the International Criminal Court (ICC), under the provisions of the Rome Statute. This submission centers on the tragic killing of 12-year-old Dunia Abu Mohsen, a Palestinian child, and the broader pattern of harm to Palestinian children in Gaza by Israeli military actions. These acts, including the targeted killing of Dunia, represent serious breaches of international humanitarian law and the Rome Statute. Our organization acknowledges the vital contributions of Defense for Children International – Palestine (DCIP), a local group committed to the rights of children in the West Bank, East Jerusalem, and the Gaza Strip, for their exhaustive efforts in investigating and bringing to light the circumstances of Dunia’s death.

Dunia Abu Mohsen, a 12-year-old from the southern Gaza Strip, was fatally injured by an Israeli tank shell while receiving care at Nasser Hospital in Khan Younis. This attack occurred after she had already suffered the loss of her leg and family in a previous airstrike. On the evening of December 17, while recovering, the hospital was targeted, and a non-exploding tank shell severely injured her and others. Previously, on October 27, an airstrike had devastated her relatives’ home in Khan Younis, killing six family members, including her parents and two siblings.

In a poignant statement before her death, Dunia expressed her desire to receive a prosthetic leg to walk again and her dream of becoming a doctor to help other children. Her only wish was for the war to end. The tragic story of Dunia underscores the dire situation in Gaza, where over 7,870 children have been killed by Israeli forces since October 7, with thousands more missing beneath the rubble of destroyed buildings. The systematic targeting of Gaza’s healthcare infrastructure has left only a fraction of hospitals operational, severely limiting access to essential medical care.

Justice For All submits this document to the ICC with the hope that it will lead to accountability for the violations of international law and bring justice for Dunia Abu Mohsen and the countless other children affected by the conflict in Gaza.
