Justice For All Condemns Dodik’s Secessionist U.S. Visit; Calls on International Community to Reaffirm Dayton and Reinstate Sanctions

WASHINGTON, D.C. February 18, 2026 – Justice For All, a human rights organization founded from the historic Bosnia Task Force, today condemned the recent U.S. visit of Milorad Dodik and other Republika Srpska (RS) officials. His continued secessionist rhetoric, genocide denial, and historical revisionism pose a direct threat to the sovereignty and territorial integrity of Bosnia and Herzegovina.

Despite being convicted and removed from the RS presidency in 2025 for defying the constitutional order, Dodik continues to travel internationally, spreading false narratives and seeking legitimacy for his anti-Dayton agenda. Justice For All views his presence on U.S. soil as an affront to genocide victims and a challenge to bipartisan American foreign policy that secured peace in the Balkans.

The 1995 Dayton Peace Agreement, brokered by the United States and supported by the UN Security Council, the EU, and the Contact Group (comprising the US, UK, France, Germany, Russia, and the EU), remains the cornerstone of peace in Europe. It is essential to clarify the fundamental nature of this agreement: Dayton did not create three states; it affirmed one sovereign Bosnia and Herzegovina, composed of two entities and three constituent peoples. Dayton contains no provision for secession, and efforts to undermine it are a direct assault on an enduring American diplomatic achievement and international law.

Imam Abdul Malik Mujahid, President of Justice For All, stated:

“Milorad Dodik’s presence in the United States insults the memory of over 8,000 Bosniaks murdered in Srebrenica. His actions are not political speech; they are a repudiation of Dayton and a prelude to renewed conflict. The international community must not be fooled by his diplomatic travels.”

The threat is compounded by Dodik’s genocide denial. The UN General Assembly has established July 11 as the International Day of Reflection for the 1995 Srebrenica Genocide, yet Dodik continues to deny this historic reality and judicially settled fact, a pattern UN Secretary-General António Guterres warns creates conditions for atrocity crimes to recur.

The recent decision by the Trump administration to lift sanctions on Dodik and his affiliates has drawn bipartisan alarm. In November 2025, Ranking Members Gregory Meeks and Bill Keating opposed the move, stating it gives Dodik “a free hand” in pursuing secessionist rhetoric. Senator Jeanne Shaheen has condemned the decision as “embarrassing” arguing his secessionist actions in Washington have proven that justification false, and has called for their immediate reimposition under mandatory law.

Imam Saffet Catovic, Director of UN Operations for Justice For All and a former Bosnian diplomat, added:

“The Contact Group and UN Security Council have a legal and moral responsibility to uphold Dayton. By lifting sanctions, we are repeating the mistakes of the 1990s. We cannot claim to honor the Srebrenica Memorial while empowering those who seek to erase its meaning. The international validity of Dayton is not negotiable, and those who attack it must face consequences.”

As the 31st anniversary of the Srebrenica genocide approaches, Justice For All calls on the international community to:

-Unequivocally reaffirm the Dayton Peace Agreement as the sole framework for peace.

-Reverse the removal of sanctions on Dodik and his network.

-Support the Bosnian judiciary and the High Representative’s Bonn Powers to uphold the constitutional order.

-Fully implement the UN resolution on the Srebrenica Genocide and actively counter denial.
