Save Uyghur Campaign Condemns State-Aligned AI Misuse, Mass Surveillance and Transnational Repression Targeting Uyghurs Documented in New Anthropic Threat Report

Justice For All’s Save Uyghur Campaign strongly condemns the state-aligned cyber and intelligence operations detailed in a comprehensive threat intelligence report published by AI safety company Anthropic. The report reveals how China-based and Chinese state-aligned actors have integrated artificial intelligence tools to automate mass surveillance, targeting and transnational repression against Uyghur civilians, journalists and diaspora organizations globally.

According to Anthropic’s report, threat actors relied on frontier AI models to streamline the full intelligence lifecycle targeting Uyghurs across multiple operational fronts:

  • Uyghurs targeted in Syria: In Syria, a China-aligned threat actor (GTG-14010) used AI tools to convert bulk social media chatter into structured databases, profiling Uyghurs using financial stress and family ties in East Turkistan as coercive leverage. Lacking native language skills, the operators relied on AI for real-time translation, dialect generation, and expert role-play to run covert recruitment campaigns and geolocate Uyghur civilians and businesses.
  • Mass Surveillance: A Chinese government-aligned contractor (designated GTG-14010) utilized AI to convert chatter bulk-extracted from over 100 monitored WhatsApp groups and dozens of Telegram channels into structured Chinese-language targeting databases.
  • Suppression of Diaspora Media: Operations planned coordinated campaigns of mass reporting, foreign front delegitimization and bot network amplification to silence Uyghur diaspora journalism, specifically targeting independent outlets such as the Uyghur Post.
  • Scouting Overseas Events: PRC municipal state security units (GTG-14021) gathered pre-operational venue intelligence on lawful overseas Uyghur cultural events in Turkiye, Canada and Europe. Furthermore, state monitoring pipelines systematically labeled legitimate Uyghur rights advocacy as “adjacent to terrorism.”

From exploiting family ties in East Turkistan as coercive leverage to spying on cultural gatherings in Turkiye and targeting diaspora news outlets like the Uyghur Post, these operations represent an existential threat to Uyghurs worldwide.”

Justice For All calls on global technology providers, governments and international human rights bodies to hold state entities accountable and enforce strict regulatory oversight to halt the misuse of AI technologies for state surveillance and persecution.
